Okay I am gonna try something different, instead of worrying about the exact wording I am gonna place my rough card idea out here, and adjust as comments are made.  So here we go:

The Flood • Type: Hero Enh. • Class:  Territory • Special Ability: Negate all protection on sites, fortresses and artifacts, Discard all site, fortresses, and artifacts in play, set aside, or face down •

Way Op'd. Biblically accurate? Sorta, (Ls would die too) but playing that when your opp has decked would mean GG for them, and all you need is to keep Cof+Ecs/ees in your hand and you're fine.

Hm, my joking comment is "Place in territory, For 40 turns shuffle everything in play back into owners decks except the ark."

Really though, "Discard all site, fortresses, and artifacts in play, set aside, or face down"

and make it an enh not a dom. Yeah, it doesn't kill anyone and the flood DID kill alot of people but it also removed all the kingdoms of the earth.

There are already at least two cards based on the flood: A New Beginning and Deluge of Rain. I would say instead of making another flood enhancement, make it a dominant!

Good Dominant
"Discard all cards in play, set-aside area, and artifact piles except for eight characters of your choice."

I originally made it a dominant, and it was OP.  Deluge of rain shouldn't count, it is wimpy the flood was global in size, not isolated to a little battle. :)
