I was pondering some of the recent discussions on set rotation and I had an idea.
Quick background: one of the reasons I'm not a huge proponent of set rotation is because we would lose a lot of great balanced cards simply to get a few "problem" cards out of the card pool.
Quick note--this thread is not for discussing set rotation, I only stated the above opinion because that's where the idea stemmed from. Any attempts to rekindle that discussion on this thread will be removed. 8)
However, I fully agree that certain cards have caused issues and/or have been simply unbalanced in ways that warp the meta. So, this thread is all about "fixing" those cards for consideration of future reprints if set rotation does become a reality at some point.
Please just post the card and the new ability you would give it (preferable something along the same lines as the original) and a brief explanation of the changes you made. If you like someone's idea give it a + 1. (If you're not a fan of an idea, post a different version rather than starting a full discussion on why you aren't a fan.) I'd rather keep this thread simply for posting ideas, not for discussing the individual cards, make sense?
If you have questions, I will start a FAQ list on this post, move all relevant questions here (and respond to them) and remove "question posts" so that only "idea posts" are left. I'll start with one below on post #2.

What kinds of things should we keep in mind when creating new abilities?
Wide-ranging CBN/I protection (AUTO-Gideon) is an example of something we're moving away from. Narrower and thematic CBN/I protection (Michael RoJ) is still a consideration. Restrict abilities (Hezekiah's Signet Ring) are something we're moving away from. Abilities that allow the opponent to still use their cards, but at a high cost (Dull LS, Music Leader) are preferred.
What if I'm not sure of the right wording to use?
Give it your best shot--if it needs to be adjusted, myself or another Elder can assist. If it's an emergency, we'll call Aggie...

The Throne of David
Proposal: If your lone purple King is blocked and no Evil Character in battle is equipped with a weapon, you may draw X or play an O.T. purple enhancement.
X=# of opponent's evil brigades
Explanation: There was only one King at a time so shouldn't trigger if multiple kings are banded. Draw X is then much more balanced since it can only happen once. The draw and play becomes draw OR play so you have to choose which is more important for that particular battle.

Children of Light
Proposal: Add Unity: Hero (Red Warrior)
Explanation: Archetype still exists as a fun deck and armor/fruits see play, but the deck's power is reduced by a loss of consistency and protection.

Explanation: Keeps the offense N.T. Red themed.

Proposal: Remove Draw 2
Explanation: Actually started out this way.

Haman's Plot
Proposal: Unity: Evil Characters (O.T. Brown). Remove the tear clause and replace it with banish.
Explanation: Still powerful but not very playable in a splash defense. Also removes advantage of checking in multiple decks.

King Rehoboam
Proposal: Add Unity Evil Character (O.T. Brown) to identifier
Explanation: I believe the side battling is a little OP to be splashed with. I’d like to tone down the powerful level of the card a bit and I think maybe this does it.

The Angel Under the Oak
Proposal: Change D2 to D1, make the protect ability have "Limit once per game"
Explanation: There's a big difference between repeatable D1 vs. repeatable D2. It's the infinite true bulletproofiness that completely messes with the defender's ability to block effectively on any sort of ongoing basis.

Samuel (ROA)
Proposal: Draw or Band instead of Draw and Band
If Throne and AUTO would both be fixed as suggested in this thread, maybe Samuel doesn't need changed. Still, Search + D2 + Band + CBN is quite a toolbox package. This guy is part of the reason that the playtesters are looking to punish decks that splash tons of good brigades.

The Woman with Child
Proposal: Protected from demons. You may search deck or Reserve for A Child is Born or Son of God. Cannot be interrupted.
Explanation: Although I love that I can do it, her ability to constantly search for good dominants is OP. And chances are you’ll be playing those dominants right away, so that makes her search of them pretty much CBN. If we kept it more restricted on what dominant she can search for, and that dominant being thematic and practical (Son of God), her ability’s power can be governed.
Another option is to make her ability to search for a good dominant once per game, that way you can choose which one you want instead of just SoG.

High Priest Ananias
Proposal: Good brigades only
Explanation: So even if they put a multi brigade site in battle they can still only play enh with Good brigades in battle

Samaritan Water Jar
Proposal: Discard this card to reveal the top 3 cards of an opponent's deck (or 9 if a Samaritan Hero is in play): Put Lost Souls in play, discard 1 evil card, add 1 good card to owner's hand and underdeck the rest.
Explanation: This has long been my most disliked card in T2 because for all intents and purposes it banishes the cards that are set aside (since decking out is very rare in a timed T2 game). Even worse though, if you happen to have a unique card set aside, you can't utilize a second copy. It's only because the Samaritan Hero selection is so limited (and NT Gold in general not being very good) that this artifact hasn't been abused more. The discard evil/add good still works towards the goal of the NT Gold theme (thinning out the opponent's deck).

Haman's Plot
Proposal: Unity: Evil Characters (O.T. Persian). Remove the tear clause (replace with banish) and CBP instead of CBN.
Explanation: While Persians need some upgraded characters (and will eventually get them), it's very unlikely they would ever get the ECs on the level of Gomer and Medium in Endor, which would further balance the powerful effect of Plot. Also, Haman's Plot should be able to be interrupted since that's exactly what God did through Esther. 8)

Proposal: Remove "Cannot be interrupted."
Explanation: Moving away from CBN/I on general protection.

You Will Remain
Proposal: Change to add your Clay Hero to battle
Explanation: This card is a staple as is and staples are bad for meta diversity.

Mayhem
Proposal: All players draw 6 cards to shuffle the remaining cards in hand.
Explanation: Still playable to control your opponents massive drawing, hand refresh, and card advantage if you want to lay down much of your hand. Instead of playing it on your opponents turn for essentially a +6 you'd only get a plus 3. Then the "draw to" ensures that if you can't draw then you won't be able to shuffle your hand.

Lost Souls
Proposal: Add the following ability (scrapping what it is currently): "When put in play, create a Lost Soul token and place it in an opponent's territory."
Explanation: Removes the autoblock and makes it a soul gen card instead.

Hypocrisy
Proposal: "Return any number of Heroes to owners' hands. Protect opponents' hands from evil dominants until the beginning of your next turn. Cannot be prevented."
Explanation: Alleviates the Mayhem/Hypocrisy abuse.

Hezekiah's Signet Ring
Proposal: "Restrict players from searching. Players that control Hezekiah are not restricted."
Explanation: Hurts both players with a specific exception.

The Angel of the Winds
Proposal: "You may exchange this Hero with a cloud or a single brigade human Hero from deck or Reserve to negate Evil Characters with toughness less than that Hero."
Explanation: Adds a bit more flex with Reserve access but at the cost of only grabbing single brigade/cloud Heroes.

Suicidal Swine Stampede
Proposal: Add Unity (Evil Characters: Demon)
Explanation: Prevents this from being spammed in splash decks.

Belshazzar's Banquet
Proposal: Add Unity (Evil Characters: Babylonian)
Explanation: Stop splashing.

Uzzah
Proposal: "You may discard Uzzah and an O.T. Artifact from hand or Artifact pile to protect O.T. Lost Souls from rescue."
Explanation: Stop splashing.

Falling Away (womens)
Proposal: "Select a N.T. Redeemed Soul in a player's Land of Redemption and return that card to your Land of Bondage."
Explanation: Prevents abuse with the Liner.

Warrior's Spear, Given Over to Egypt, Egyptian Spear, et al
Proposal: Remove the "If it is a Lost Soul, discard this card" clauses.
Explanation: Outdated wording since Souls can no longer be discarded from deck.

Hopper LS
Proposal: "When drawn, underdeck a card from hand to place this in an opponent's Land of Bondage."
Explanation: Prevents this from being a free card.

I am Creator
Proposal: Add Unity (Lost Souls: O.T.). Remove the "If you have no Heroes," add, "If you have no Heroes, or if all your Heroes share a brigade..."
Explanation: Prevents this from working unless you have LS, the LS must also all be O.T., and also fits the Genesis verse better. Also less restrictive because of it.

Proposal: add unity (OT souls)
Explanation: Prevents it from being too chumpy

Shipwreck
Proposal: Negate and discard a good Fortress or a Site in play or a set-aside area.
Explanation: It prevents it from discarding Evil Protect Fortresses, which are often kinda important to defenses, especially in T2.

The Second Coming
Proposal: Change identifier to "May not be in the same deck as Son of God", add "Regardless of Protect or Restrict abilities" to the ability
Explanation: When a good Dominant is printed that makes 95%+ of all top decks instantly swap out NJ and its guaranteed rescue, you know you've created something OP. There were even multiple cards printed in the same set as TSC that allow costless searches for NJ, and STILL it completely overwhelmed NJ as the choice for decks. There was a time when cards that searched for NJ would have been declared OP, but no more...

New Jerusalem (dominant)
Proposal: Change the ability to "Exchange this card with a good NT Fortress or single-color enhancement in deck, discard or Reserve to search a deck for a Lost Soul.
Explanation: 5% of your deck shouldn't be 40% of your win condition in T1. 2.5% of your deck shouldn't be 29% of your win condition in T2. Works with a redesigned TSC that can't be in the same deck as SoG. (I just put something together for the ability - the important thing is that it doesn't rescue LS)

Placed Cards
Proposal: Make all Place cards Territory Class, like Set Asides.
Explanation: This would definitely shift the meta but it would give life to old cards that maybe almost never see play because you have to be in battle to play them where the opportunity cost is too high.

Goliath
Proposal: add unity (evil characters: philistines)
Explanations: no crazy Herod combo and prevents Goliath as an auto include in any black defense and chump block

Set-aside cards
Proposal: Make all set-aside cards (that are designed to be played in territory) Territory-Class. Remove any rules that allow set-aside cards to be played in territory, despite not being TC.
Explanation: Removes the random exception to the game rules that applies only to set-aside cards, and only exists because a bunch of old unplayable set-aside cards were intended to be TC before TC was a thing.

Hormah
Proposal: If your human Evil Character is discarded by an opponent, you may discard this Site and underdeck all Lost Souls held at this Site.
Goes from underdeck to discard to make it more difficult to repeatedly abuse.

Mayhem
Proposal: Each player must shuffle 6 cards from hand at random (or all cards in their hand). Each player who does must draw 6.
Eliminates the massive card swing from Mayhem (and especially Hypocrisy/Mayhem). Still allows the Hypocrisy/Mayhem combo to potentially shuffle away a problem Hero. Still allows a player to gain extra cards if they get their hand down, but doesn't change the opponent's hand size (unless their hand was also less than 6).

Samuel's Edict
Proposal: Negate an evil card. Discard an Evil Character. Cannot be negated if used by Samuel.
Add "Unity: Heroes (1 Samuel reference)" and make it Gold/Red
Puts it in the 1 Samuel theme instead of the Judges theme.

Proposition:
Identifier: Unity: Que tats
Add ability: territory class Protect Que from opponents cards unless an opponent agrees to capture Que to their land of bondage pronto and waive "that one dumb rule" barring his redemption. CBN.

A New Beginning
Proposition:
ALL players shuffle ALL cards in the field of play, set-aside areas and their hands (except this one) back into their draw pile. Only cards in Land of Redemption and discard piles remain. ALL players Draw 8 new cards. Holder may begin a new turn.
More in line with the biblical story. Noah could have sat around doing nothing after the flood. Similarly, holder MAY begin a new turn. I’m not sure who is the holder of an enhancement in the discard pile, though.

I feel like this card is a bit overpowered in my opinion.
In theory for example it would seem like CBN protection for Gideon ( it would seem like 90% of evil battle winner enhancements for each defense theme out there can not target him at all) and then no SA Gideon can just play Samuel's edict anytime and win most battles.
This does not seem good for the game IMO.
Some ideas to change it could be:
-You may draw 1 and exchange this hero with a gold judge in hand , deck , territory or discard pile . Twice per game protect Gideon from opponents.
- You may draw 1 and exchange this hero with a gold Judge in your hand, deck, territory, or discard pile. Once per game protect Gideon from opponents. Cannot be negated.

As time goes on, AUtO seems less OP, as newer cards gain their themes similar card advantage (such as Lot, Angel from the Sun, Music Leader, Servant Angel, Matthew, Throne of David, Justin Martyr, etc.), so my change will deal with the CBN protection from opponents, which I believe bad for the game.

Keeps a lot of what the card does together so definitely strong, but no longer makes fighting Gideon unfair. Also CBI instead of CBN so can be prevented by Covenant with Death, Three Woes, Image and such.

Actually I like this idea of protecting Gideon from opponents' dominants instead of just "opponents".
