This would be just a wee bit OP, unfortunately.  Especially searching discard.  Perhaps you could have X be based on the number of shepherds you control, or the searchable cards are restricted to (THIS THAT AND THE OTHER), or so on.  I'll give some suggestions on what I think this verse could do for you in a second ;)

Moving on, there are plenty of references that could be used, especially for enhancements.  As far as heroes, don't forget Abel, Abraham, and Jacob were all shepherds, and then there are the shepherds in the story of Jesus' birth.  Also, now that I think about it, something REALLY fun could be done with how Jacob used his smarts and God's wisdom to get a majority of the flock from Laban when he left.

As far as some other enhancements, you can use some implements of the shepherd, like the rod.  The rod would be used in the herding and counting of sheep,

Ezekiel 20:37: And I will cause you to pass under the rod, and I will bring you into the bond of the covenant.
Leviticus 27:32: And concerning the tithe of the herd, or of the flock, even of whatsoever passeth under the rod, the tenth shall be holy unto the LORD.

Of course, here's the most famous of the OT references, from which you can pull all sorts of enhancements.  For example, verse 1 could be a search ability, 2-3 could be an ignore ability, 4 could be used for a staff that heals, 5 could do something to an EC in battle, etc.  Be creative with it.
Psalms 23:1: The LORD is my shepherd; I shall not want. 2. He maketh me to lie down in green pastures: he leadeth me beside the still waters. 3. He restoreth my soul: he leadeth me in the paths of righteousness for his name's sake. 4. Yea, though I walk through the valley of the shadow of death, I will fear no evil: for thou art with me; thy rod and thy staff they comfort me. 5. Thou preparest a table before me in the presence of mine enemies: thou anointest my head with oil; my cup runneth over. 6. Surely goodness and mercy shall follow me all the days of my life: and I will dwell in the house of the LORD for ever.

As far as evil cards go, don't forget about the quarrel that the servants of Abraham and Lot had over the lack of space for their sheep.  There is already a false shepherds card referencing Ezekiel 34:2, so that could be reprinted.

Or how about this verse as an evil enhancement to force human heroes to withdraw?
1 Kings 22:17: And he said, I saw all Israel scattered upon the hills, as sheep that have not a shepherd: and the LORD said, These have no master: let them return every man to his house in peace.

Besides these, there are...a LOT of references to sheep and shepherds in the bible.  I can't tell you how many (my super awesome concordance is MIA currently :(), but just go looking around :)
