Yes, I've done Rome before, but it's so much fun and so cool I can't help myself!
First, the desperately-needed reprints:

Emperor Giaus Caligular feels broken to me - I'm thinking Type 2 - Discard Heavy Taxes from your deck, then play Twice Afflicted (Use Terrifying Beast of Lying Spirit) to get it back and end the battle - Instant +8 cards and a successful block.
Even without that the ability to play two enhancements (Syrian Horses and His own ability) opens up 100's of possibilities.

Also, Tiberius's first ability is unclear, are they discarded at random or do you get to look at his hand?

Edited. I always forget about T2.
With the hand discard, if looking at is not specified they're at random.

I'm not positive on this so correct me if I'm wrong but I think Nero needs to be 10/7 and Tiberius has to be 10/4. The origin of this is from (I think) how emperors were supposed to reign for 10 years and the second number accords to how long they actually reigned. Nero reigned 7 and Tiberius 4. I'm still not sure on that though.

If that's the case then they would change, but Wikipedia said they both reigned 11+ years (11 is the cut-off).

I'd reword Tiberius like so:
"If no weapon is in battle, discard two cards at random from opponent's hand. Opponent may allow you to play an enhancement instead."
He'd be a fun hero to BC with, that's for sure.

Caligula seems way UP. I know I would never use him, especially in T1, where I'd really like to actually use my one Heavy Taxes (which also draws 2).

I like most of them, but put a cost on Nero because I don't like it that Nero forces u to ditch ur Roman Sites...
I do agree against Caius Galaga, And why is it Heavy Taxes?
I'd put an effect that also drop a Herod. But not as specific as the current one is.

Nero's SA is a pseudo-cost, since a Gold-Shield toting 10/16 Immune to Lone Hero N.T. EC is pretty daunting.

Have you ever thought of doing a colosseum lion's character for roman's? It would give them another beast kinda like the Terrifying Beast from RoA.

Actually, beasts are Demons. A colosseum lions character would be an animal, which would be even cooler.

I've written down the idea but thought the idea was a little bland. I mean they were used to kill the christians by the emperors so why not have a card for them and I mean besides the crimson enhancement card from one of the recent starters.

Coliseum Lions
12/10 Crimson/Gray EC
Animal, Roman, Generic
"If you have an emperor in play, discard a hero in battle. Opponent may discard his weapon instead. Protected from capture. Discard after one block."
(Reference probably extra-biblical because I don't think there are any coliseum lions in the Bible. Maybe the enhancement reference could be used.)

I was planning on keeping the same reference as the enhancement. I figured a N.T. Hero discard, that way it can counter against the disciples.
Coliseum Lions: 9/8 Gray.
Ability: Discard a non-warrior class N.T. human Hero. Cannot be negated if Roman Emperor is in play.
Identifiers: Animal, Roman

Should just be an animal, not Roman. I know Redemption has some absurd combinations, but lions running around destroying Jerusalem on their way to hunt antelope is a bit much.

There have been many ideas for Colosseum lions, and they're all pretty much variations on the same strain.

Then what do you think it should be if not getting rid of N.T. Heroes?
