I think it is a very fitting ability for its description. Plus, the strategic value is huge. Maybe too much. I would have to put in something stating excluding the initial draw or something to that extent. And looking at it again i would probably change the second ability to restrict all players from searching for X turns. Sorry kinda half asleep posting this. Thoughts?

Mayhemong into momentum change or putting it in storehouse and then mayheming and then picking it up to play seems pretty brutal. 

Easy to abuse with deck discard lost and wash basin but that isn't really a terrible thing.

That would be brutal. Even something like Hur or the new female clay prophet (phillip's daughter?) Would be relatively rough. That being said I feel this card would be better suited as an evil dominant. It would limit it quite alot and a player would have to dedicate a dominant spot. Poasibly a themematic decision too. I would also include a if opponent has used a draw or search ability this turn and again make the second ability affect all players. I'll see if I can update based on criticisms once I get back to a computer.
