"You may set a player's hand size to X while this card is in play. If all players have a hand size other than 8, you may remove this card from the game to discard all Heroes in battle regardless of protection. Cannot be interrupted."

Reminder: "Hand size" refers to the limit at the end of your turn, not the current # of cards in your hand.

I think X should have a minimum (Probably 8 ) to avoid decrease abuse.

I mean, decrease potential was the majority of the point behind the idea, haha. I changed the duration to "while this card is in play" so that to stop a small hand size all you have to do is get rid of the character.
