I like it, but just a few minor issues I noticed.

The evil brigades should be split across, not up-and-down.
The card name is rather large, altough so is the top border.

But otherwise, nice work!  :thumbup:

No, don't center the skull. Maybe you could move it a little closer toward the center, but you have to have room for the numbers.

I also agree with Rrulez that it would look better if the colors for the evil were split horizontally.

Odd, Demonic Blockade is split vertically, but Expelling the jews is horizontal.

EE's with */*'s have the skull offset.

Another thing I just noticed... the evil ability breaks the border a little bit... d'oh. Oh well, I've spent enough time on this thing....  :D

Uhm... THIS CARD IS AMAZING AND IS DEFINITELY AND UR. AND I LOVE IT! IT'S SO AWESOME IT'S MAKING ME TYPE IN ALL CAPS.  :o Okay seriously... I would throw this in every deck just because of how cool it is. I would actually LOVE to see this made!
