The first benefit (restrict banding) would not stop pre-block banding, just banding after the fact. Was that intended?
IMO, granting CBI status to enhancements via a site is OP. I understand not every rescue will be at that site (only Purple brigade or anyone with site access), but that is still a very powerful ability to give a site. CBP might be more appropriate, and is in line with a Lost Soul already printed.

Maybe instead of restricting banding (which wouldn't do much), how about "...and two or more heroes are in battle, return a hero to owner's territory..."? That could make for interesting strategy, since Phillies don't often get inish.
