I like how you worded the ability.  It really seems to fit the verse.  It's also rare to have a covenant or curse that actually can be useful as either an art OR an enhancement, but this one definitely could.

I think it may be too powerful though.  Cards that can be active outside battle and end a battle/extend a battle are very powerful, but if this card was an artifact, I don't think I'd have a problem with it.  My concern is that it gives Brown an additional CBN battlewinner.

Now, I recognize that Gomer/Uzzah/Amelekite's Slave cannot use it, so it doesn't help the meta defense.  But I fear that it may create a new meta defense, since this card is kind of like a hybrid between Unholy Writ and Haman's Plot (in terms of functionality).

I applaud your effort to make the card match the verse.  I think it just needs a little toning down (not sure how that would be done) in order to be balanced enough.

As much as I would like to give defense a boost, this is overpowered.  A card that is activated outside of the battle and CBN wins the battle is not good.

What if it said

If a warrior class evil character holding a weapon is in battle, you may remove this card from the game to DC all cards in battle. Cannot be negated. If opponent has rescued 2 or less souls they may begin a new battle.

I know this is a long ability, but I think it makes it a potential battle winner that has a cost

Quick note: You don't have to put Curse in the identifier of a Curse. That was stopped after Priests.

It's literally not possible to have an OP Defensive card right now unless it can be splashed into a Meta-Defense. Make it so that a character has to be holding a weapon, but keep everything else the same.

I Agree with minister

I'd love to see defense become more viable in T-1

its still overpowered, especially in type II.  A very significant portion of type II decks use warrior class characters and weapons, they do not need a CBN played outside of battle battle-winner.

There's also a lot of art destruction in T-2, as well as already having the potential for 3x Writ and 3x GiC which are also CBN for all intents and purposes. T2 offenses are very band-happy as a result, and this would just give another option that would hit a few things that the existent out-of-battle winners can't while missing a few things the others would hit (such as Jacob) and also costing you an EC and a horse.
