WAY OP and Damascus should be either Purple (Ananias) or Red (O.T. Damascus being all about warriors).

'Tis a cool idea, but how would you get an evil character face-up on a site? I don't think this would work with face-down evil characters, since they are not anything until face-up. Might work this way:
Damascus
Blue Site
"When you place a Lost Soul in this site, you may also place a human evil character here face-up from your hand or territory. If opponent wins in battle, convert that evil character to a hero to place hero in your territory and shuffle this site and contents into owner's deck."
It's kinda long that way though... :-\
yeah this is completely OP'd you could make a entire defense out with this with a prophets shuffle offense.

opponent starts a RA, while an evil character is prisoner in Damascus.
you have the option to immediately convert that evil character (the prisoner), to a hero
the converted characters good brigade must become the same brigade, as the hero that started the RA

purpose- to get rid of the ECs you capture from your opponent, so you don't have to worry about them acting as lost souls for your opponent to rescue. makes it less risky using women as snares for example.

I'm sorry, my last post sounded a little more sarcastic and condescending than I meant it to.
On a more constructive note, how about instead of putting the character in your territory, replace the one in battle with it. Not OP since it's in the same brigade as the previous hero (and it comes at a great cost and only happens in very rare circumstances), but stops standalone heroes with no backup enhancements and stuff.
In fact, if you took the above suggestion, I might even recommend making it easier to use somehow.
