"Negate protect abilities, except on good cards and artifacts.  Search deck for Peter.  May band to Peter to gain a second brigade color.  If blocked by a NT human, you may play a red enhancement."

I like it. Bordering on the OPish side with the second brigade coloring thing.
I would remove that and love it.

I think u should just make him Purple/Red but beyond that I like it.

OP'd. Banding to Peter to gain a brigade might be okay. But the searching and play first is over the top.

Thats why I say that it should be Purple/Red and take out the gain a Brigade thing.
