The first one is based on those Scriptures that say things like, if they are disobedient to God he will raise up many nations to oppose them.

S.A. If you have a civilization fortress in play then all evil characters of that civilization gain 2/2 and if an opponent chooses the blocker then you may add one of those characters to battle.
alternate ability:
You may place this card on one of your evil civilization fortresses for all characters of that civilization to gain 2/2. If your opponent chooses the blocker then you may add one of those characters to battle.
I can't think of a Scripture for this one but I'm sure that there is a verse that talks about gathering and preparing for war, right?

S.A. Your discarded evil weapon class enhancements are placed here instead. Each time you place a warrior class character into play, you may transfer a matching brigade weapon class enhancement to that character. If your opponent discards your evil fortress, you may discard a matching civilization lost soul site instead.
I'm trying to represent a mobile war camp that resupplies troops to the battle.

I'm not sure about that. There are several cards that will get rid of all the evil weapon class enhancements at once and some of those are very easy to use. It is also limited to drawing and playing more warrior class characters.
What if it said " Each time you place a warrior class character into your territory, you may...."? That would make them vulnerable to being AoC'ed, etc.
