Special: If holding Sword of the Spirit, convert an Evil Character to a Hero in the brigade of your chose. Limited to three conversions per game. May hold Sword of the Spirit or Shield of Faith.

Three conversions is a lot. Maybe try putting it down to two or saying it can only be done while holding Sword of the Spirit?

I chose 3 converts because alot of the artifacts say 2 or 3 per game.

I would recommend making the holding thing an identifier so you can put it the enhancements on him outside of battle.

the Goliath's spear and Goliath's armor card have a retain identifier but cannot be placed in territory i think this would be played similarly

Retain=/=hold. If a character ever gets a Holds identifier (there was one in the new set until a change was made) then the identifier will be like a Fortress's Holds identifier, in that the card can be played on the character or removed from the character during a normal prep phase. At least that's how it was played in playtesting until the holds identifier was removed from that character.
