SA:  If holder has more evil characters than heroes in his territory, search deck for a hero.

Are these dominants?  If so, the first one is op and the second is up.

Have you ever been annoyed about not drawing characters, and later on having unneeded characters in your territory?
This would let you get the needed characters faster.
