Can Reverence and Awe pull Whirlwind/everlasting Ground out of your deck

I would assume no , because the card begins as an enhancement.

This is correct. It’s the same with Roman Jailer or Saul/Paul. A card like I Am Creator could not target those two because at face value they begin as an EC. But RaA could target a City, such as Zion, since, at face value, it’s either a site or fortress.
