I have had trouble with this Roman defense...I am trying a capture strategy with raiders camp. Here is the deck:

I had to add eli the priest because I realized the hero on judges Seat has to be gold. Peter is in there to be captured into raiders camp by Herod Agrippa I. I need thoughts on how good this deck could be or if it just wouldn't work. There may too much. I haven't been sold on the Raiders camp thing. If I don't do that what is the correct way to use a Rome defense?

I think at least one of your ECs are warrior class, so i would suggest putting go into captivity in your deck for another capture (works like unholy writ if you have a WC EC in battle)
As for the rome question, the biggest advantage of the rome defense is to give your low defense emporers first strike so that mutual destruction becomes a successful block. The ability to use different NT EEs is less used as far as i know.
I was actually thinking about using a deck like this with a white offense to use Unbound. (I want to get that to work as well, but alas, it hasn't worked yet)

Pulling off a capture defense with the Emperors is difficult because it's so hard to get initiative. If you want to do Raider's Camp/capture, I'd switch to Syrians. Also, Judges' Seat seems like too many strategies in one deck, but I'd test the deck and see what happens. It very well might work well as a weird standalone card.
If you stick with Emperors, you definitely need Heavy Taxes. I think it's possibly the best EE in the game right now. On an Emperor with Naaman's Chariot and Horses, it discards two cards from their hand and wins the battle unnegatably. I'd cut a few of the captures, specifically the PG and Gold ones, and add some different battlestoppers.

Put in sabbath breaker. Speeds you up and gets initiative.
EDIT: Tsavong, Heavy Taxes WAS the best enhancement. Can't say that anymore... lots of good ones. :)
