Is this card a YTG exclusive?  I don't see it on any list anywhere except the recent post on the YTG Info thread.

No it is a "trade in" through Cactus.  If you send a Mourn and Weep into Cactus with a self addressed and stamped envelope, Rob will then send you as many Foolish Shepherds as you sent in M&W.
