You actually have 116 cards in the deck so you would need more souls.  However, I would cut it to 105.

I'd take out:
Neutral: 6
Hormah
Marketplace x 1
New Jerusalem x2
Promised Land x 1
Household Idols

Good: 3
Judges Seat
Birth foretold x 1
Deborah's Directive

Evil: 2
High Priests Palace
Self Righteous Prayer

That gets you to 105.

Edit: I also noticed the good and evil isn't balanced.  You have 40 good, 39 evil, and  37 neutral. I modified the suggestions above accordingly.

I think this could be better with less fluff. 100 cards, and less "un-needed" artifacts.
39/39/22
Cards in deck: 102

In my 100 card decks I rarely run Grapes. I like to come out attacking and I usually make sure I can attack each turn. Which means creating lost souls, and having a higher number of hero's with a good bit of enhancements, but taking out more neutrals, so my hand is all characters and enhancements, and I am not drawing "fluff".
Where I am going with this is do you think in a quick deck, such as this one, that you are going to be needing Grapes? Or is getting your deck to 100 cards more important? Then again I do not play with the normal flow.

Fortresses: 3- Only 2 Unholy Writ's but 2 HPP's? I'd either leave it at 2 Writs, and 1 HPP, or go 3 Writs, with 2 HPP's. My advice is out a HPP, and leave the two Writs.
   High Priest's Palace
   High Priest's Palace
   Judge's Seat

Between your 11 artifacts, and 7 single color sites that is 18 cards out of your 102. Subtract lost souls and add your 4 multi sites you might not be getting to your combos as fast as you think. I'd take out a good bit of sites and add more to your enhancements by 1-3 on good and evil. I'd also add one more access.
White Sites: 2
   Golgotha
   Golgotha

Red Sites: 2
   Caesarea Philippi
   Caesarea Philippi

Blue Sites: 1- This really needed?
   Hormah

Purple Sites: 2
   Marketplace
   Marketplace

Artifacts: 11
   Blue Tassels
   Blue Tassels
   Chariot of Fire
   Darius' Decree
   Darius' Decree
   Holy of Holies
   Holy of Holies
   Household Idols
   Lampstand of the Sanctuary
   Unholy Writ
   Unholy Writ
Once again this is just my play style, but having so many artifacts does not really seem beneficial to the deck. What do you care if they band? You gold shield their main bander, or Balaam's or Just a Hireling. I don't see HHI as being necessary. Lampstand is good, but there goes all your other arts staying up. The rest are all good, just I never play with more than 5 or so artifacts. I think you should try to cut out some that you don't always have active in during testing. And If you do take out some arts, take out 2 Uzzah's for more gray. I always try to follow my one main rule. No fluff. Meaning no constraints on cards, or if you do make sure you do not run a heavy amount of them. For example, cards that can only be played on certain books in the Bible, yet you are not running all hero's from that book. So when you get your opening hand you want 1-2 hero's, 1-3 EC's and the rest enhs. Now lets say you get an Uzzah, that hurts the rest of your ratio in your hand, and if you can't block due to having gray enhs, but a brown EC you will have to give up points, or wait till you get an art which you have to D/C to block. Try to streamline the deck a bit more and it looks very solid.

If you want to run pharisees you need a way to get rid of CWD, which is in almost every deck I have played this year.

My Sound Advice is not to use Eli's Sound Advice.  :P

People are using this so much because decks are not utilizing CBN hero's SA's, or counting too much on their hero's SA, instead of the enhs to make the strategy. CWD with fizzle out I am sure after March. I think this because decks will be made that know CWD is coming, and either don't rely so much on their hero's, or go heavy on CBN SA's instead. I'd much rather see a CWD up over a Writ, Shroud (usually), Chariot, Darius, Water Jar, etc, etc, etc.

If one card almost singlehandedly shuts down your entire defense you have a problem, whether people use it or not.

Yes I agree. But like I said before, I think it might see less deck light later on, but still viable. But yes, if you use Pharisees you better have ways either on offense, or defense, to take out CWD.
