The Flying Scroll "You may banish this card to take a multi-brigade or territory class character."

When used as a curse, does it need to be used when activated or can it be used anytime (including during battle)?

It must be used when activated. Ones that can be used at times other than when they're activated, like Magic Charms (https://raw.githubusercontent.com/thejambi/RedemptionLackeyCCG/master/RedemptionQuick/sets/setimages/general/Magic_Charms_(TxP).jpg) or Great White Throne (https://raw.githubusercontent.com/thejambi/RedemptionLackeyCCG/master/RedemptionQuick/sets/setimages/general/07-The-Great-White-Throne.jpg), will have phrases like "during battle" or "at any time".
