When do Site special abilities become active?

When you place them in your territory

Just curious, when did that change from either entering battle or placing a LS in the Site?

Rainbow Sites activate when you put them in battle.
Other Sites activate when you put them in your territory.
Sites like TXP Herod's Dungeon were presumably part of the impetus for the change, since it didn't work under the old rules.
