at what point are you allowed to switch out the generic LS's in booster?  Since we have abilities that depend on NT and OT souls it could make a difference which ones you use.  Also, there is no reserve in booster correct?

The answers to these questions are found in the Tournament Host Guide section II.A.2.

Each player is responsible for bringing 8 regular lost soul cards (no special abilities) to the table. You will need 7 lost soul cards if you play a 50 to 56 card deck. You will need 8 lost soul cards if you play a 56 to 63 card deck. If you pull a lost soul card from a pack then you can substitute it for one that you brought to the table. This is the only way you will be able to play a lost soul card that has a special ability.

Since you're supposed to bring them to the table it seems like a choice that needs to be made before the cards are drafted. I could see a host being flexible on this though and allowing all players to choose their generics based on their draft. With the added strategic value that's something we should probably look at updating in the future.

As a host I would have no problem with a player bringing both OT and NT lost souls to the draft so long as they had them ready beforehand and didn't waste time trying to find them when they should be building their deck.

However, I agree it's something that should be codified one way or another.

A decision beforehand that is final certainty adds a layer of decision making when drafting.  You could also just bring 14 LS to the draft to ensure you’re good.  I like the idea of a final decision before the draft because of how it will affect your decision making. If the option exists to swap afterward then that extra layer disappears. What do y’all think?

If you force the decision beforehand, I suspect people will split their 8 into 4 OT and 4 NT and take their chances.

I would totally understand if the decision needed to be made beforehand for simplicity sake, but it would also be a bummer if for example someone drafted into a solid Moabite defense but had already chosen NT lost souls. Now obviously they would know going in that they had picked NT lost souls and Moabites wouldn't be ideal, but if those are the best defensive cards they have to choose from then they might as well go with it.

Minor comment.  I like that you said a Moabite defense pairs with OT LS.  Is there a resource where you could look up a theme (Romans, Moabites, etc...) that also shows what pairs well with them?

Not really, but you can look through the deck ideas section, the complete decks section and the tournament winning decks section for ideas on what works well together. For example, one of the deck types that has won T1 2P at Nationals twice in the past 10 years is Genesis-Romans hand control (2008 and 2013).

Is there anything currently in the rules stopping you from bringing 14 LS's to a draft and just cutting some of the LS's?  We already bring 7 to a draft and then cut some to make room for any LS's we draft

As Gabe quoted above, the tournament guide does specifically say each player should bring 8 Lost Souls to the table (which could be implied as meaning you have to pre-select your LS).

Do any judges/hosts actually count the LS people bring, or announce that you can only bring 8?

In all my drafts I’ve never brought more than 7. Didn’t realize I was supposed to have more but I never play over 56.

Honestly as long as players aren't switching souls between games i dont see an issue with having any number of generic lost souls whether OT or NT to put in their deck for booster. As long as it passes deck check after that point all is well. A lot of players forget to bring basics anyways so encouraging players to bring extra I think is a good thing.

You can search Lackey by identifier. Type "Moab" (for example) into the "identifier contains" bar (once FoM is released to Lackey) and all Moabites will be in an easy-to-scroll list for you.
I am not talking about T2 unless I am explicitly talking about T2. Also Mayhem is fine now somehow!

ORDIR is more reliable regarding searching for Nationalities, Kings of XY, ... (any other identifiers usw.) since in Lackey not all identifiers of older cards are already maintained.
