Host guide: Local promo
: May be used in any tournament except the first tournament in which it is given out.

First tournament ever? Or first tournament where the copy of the card that is desired to be played is distributed?

So with Majestic Heaven promos running around on the "Market," I'd say a tournament has been played where those were given out, so it is now legal for play!
