I’m assuming that since the identifier reads “WHEN put into PLAY...choose a nationality” that you couldn’t target them as an Assyrian, Babylonian, etc while they’re in the deck/Reserve?

What say you have KotE (May band to a female Evil Character or a demon. Cannot be negated if Babylon or The Harlot is in play.) in hand and Og, King of Bashan (You may look at the top X cards of deck: take any number of O.T. black cards. May band to a Canaanite warrior. Cannot be prevented.) in battle blocking. Can KotE be targeted to band into battle before his identifier has activated and he is selected to be a Canaanite in X brigade?

Nope - he's not a Canaanite until he's in play.

He would count as a black card, though, since at face value he and Sailors are multibrigade.

Not in the case with Kings. He’s NT so not targetable by Og since Og targets OT black cards only.
