I’m assuming with the rule change that his ability can target a non-active (face-down) artifact in a territory? If so a random choice of the controller of IP would chose a face-down artifact?

He doesn’t target face down cards.

I also don’t think there has been a recent rule change pertaining to this.

Face-down artifacts are in-play and known to be artifacts. Is there still a special rule regarding face-down cards?
