If I fail the search for an idol/curse when underdecking Endless Treasures, can I still draw 2 cards?

The newest Phinehas has an ability stating "My band to an O.T. red warrior to discard an evil Enhancement."

Can he band even if there is no evil Enhancement available to discard?

With abilities like this (X to do Y), you can always do X even if you can't do Y.  So yes you can band.
