Declining to block and battle resolution timing

If you attack as a battle challenge and your opponent declines the block, does that immediately trigger battle resolution or can you do things like add Ends or play dominants after they have declined to present a blocker? If they can and do decline then a soul is generated, do they get another opportunity to present a blocker?

Except for an ETB effect, both players have to agree to move to battle resolution. So the attacker can add Ends to battle or play Doms.

I think it has been consistently ruled that a player can present the first blocker anytime prior to battle resolution, even if they declined earlier opportunities.

Agree with Aggie and RDT - I've always seen it played where battle challenge happens, opp declines, attacker plays Harvest Time, opp decides to block.  If the attacker changes the game state/attack, the opp gets a chance to change it as well (by accepting instead of declining).
