Can you have both in a type 1 deck? I was thinking no because its the same card but maybe the extra title after the comma makes them different?

The title and card art is different, so they can be in a T1 50 card deck/Reserve.

Nope, they are the same card for deck-building.
There is a list in the REG which lists which characters are considered the same card even though their titles might be different.

Cards (except generic characters) with special abilities that are listed as duplicate cards
and have the same card icon are limited to a maximum of 1 each per 50 cards in a deck.

That line is new in REG 6.0.0. They used to be ruled to be covered as same name, but defining what it means to "name a card" lead to the split.
