Activating ongoing abilities

From the REG:

"However, each player must be allowed the opportunity to play a Dominant before any player can activate an activated effect"

So if I block with Pagan Sailors and activate Unholy Writ from my Artifact pile, my opponent gets to play DoN before I use UW to capture a hero?

Ran into this at NC Regionals too.

Player A wanted to play and activate Scapegoat (PoC). Player B wanted to AotL the goat. AotL trumps the activated ability.

If this is how the rule works, I'll enforce it as such, but boy it seems inconsistent to me.  Activating on-board abilities should have precedence over a player taking a game action (playing a Dom from hand).  This feels a lot like Dom slapjack from 3+ years ago.

Just like an ongoing ability has to complete before players can play or activate any other cards/abilities, I would think activating Unholy Writ or playing Scapegoat in territory would allow you to immediately use the ability.  After all, the ability of each activates immediately, and part of that ability is that you can discard it at any time (as long as conditions are met for UW, which they are) to get a benefit.  I don't see why "At any time" can't be immediately upon activation.

Plus, Doms are beyond strong enough already   :P

So if player a makes a rescue attempt with a hero that bands,  player b can play Christian martyr to stop the rescue immediately?  If thats the case I'm pretty sure a majority of players have been playing wrong since the games creation.

Banding is an instant ability, which resolves before any additional cards (dominants or otherwise) can be played.

Josh, if I read your most recent post correctly, I believe you're getting two different things confused with each other.  Unholy Writ is an ability that is manually triggered at any time.  It's not the same as a triggered, pending ability, such as The Fallen Star (if opponent uses a search ability, he must under deck a random card from hand), which triggers when the search ability activates but is pending once the search and all other related abilities that activate from the search ability is complete.  A dominant could not be played, at this time, since it's a mandatory pending ability that already triggered off of the opponent's initial search.  The same would go for an optional pending ability (such as Mark of the Beast, which reads "if opponent uses a good ability to draw or search, you may search deck...") as the ability already triggered when the search ability occurred.  The controller of MotB would need to announce whether or not he's going to use it before the opponent plays a dominant.

Silenced Matrix:  Just to add a little to what Guardian said, by game rule no dominant can insert itself while a special ability is resolving.  Once all pending abilities are resolved, however, players can play dominants.

I'm not getting anything confused.  I just think that players should have priority to activate their on-board, active, ongoing, manually triggered abilities whenever they want without an opponent being able to play a Dom before activation.

When Scapegoat hits my territory, it activates immediately.  Nothing can be played or activated while it's activating.  Once it completes, its ability is online.  I should be able to banish it immediately before my opponent plays a Dom.  Special ability > game action.

Otherwise, every single time a player wants to capture with UW or Magic Charms, or banish Scapegoat, or manually trigger any other ongoing ability, they should ask for Dom inish and the opponent should be given a chance to play a Dom first.
