False Dreams

I was re-reading some articles on LoR and this jumped out at me as being, potentially, really confusing because of the recent discussion of SI vs. Unsuccessful (Pi), Gam's Speech etc.
False Dreams - Gray/Brown, TC, -3/3, SA - Place in territory: When played from hand and each upkeep, you may name a card and restrict players (except players that control an evil prophet) from playing that card from hand for one round.
Here we have a "Place in territory" immediately followed by a "When played from hand". I see this a being able to cause all sorts of confusion. Is it possible to adjust this wording?

Everything after a : is reliant upon (and cannot activate unless) everything prior to the : is true. Does that make this seem more clear?

I agree that this is a confusing card ability. Can you please give a couple of examples of how this ability works?

It plays very similar to Three Woes.
When you play it, it gets placed in territory. If you played it from hand you get to select a target immediately. If you played it in some other fashion it just goes to territory. Either way during your next upkeep you select a target

Nothing about the ability seems confusing to me so I’m having a hard time pinpointing what you guys are referencing. Could you point out what specifically confuses you?
